When looking at the Florian map while not being currently assigned to an incident, you are in District view. While in district view, you can see all active incidents on the map, according to the results displayed by your incident filter. However, you will not see the personnel assigned to any specific incident unless they are being tracked as resources. Once you join an incident, the Florian map changes to incident view. In Incident view, you see all of the personnel assigned to the joined incident, but not any other incidents or personnel other than resources.
